Frequently asked questions

What  to  know  before  you  trust  the  number.

What does the calculator estimate? +
The IGI import duty — general, or preferential when there is a trade agreement and a certificate of origin —, the DTA customs processing fee, prevalidation and VAT of a definitive import. It starts from the customs value: invoice value plus freight, insurance and other dutiable additions, minus deductions, converted to pesos at the exchange rate you enter. It excludes antidumping duties, IEPS excise tax, handling and fees.
Why is the VAT higher than I expected? +
Because it is not charged on the invoice value but on the customs value plus the IGI, the DTA and the other taxes the operation triggers. Every peso of duty drags sixteen centavos of VAT with it, so a preferential rate lowers the total by more than it first appears.
Where does the data come from? +
From official sources, regenerated whenever the rules change: the SNICE tariff-code file and the decrees amending the TIGIE for the general IGI; the DOF agreements on the applicable IGI rate for each trade agreement; the consolidated LIGIE for non-tariff regulation keys; Annex 2.4.1 of the Ministry of Economy rules for the NOM standards; Annex 10 of the RGCE for the sectoral registry. Section 07 lists every document with its publication date and link.
Do I need a certificate of origin to get the preferential rate? +
Yes. Without valid origin certification the goods pay the general IGI even when they come from a country with an agreement. The calculator shows both scenarios side by side so you can see what the certificate is worth before you ship.
What does it mean when the result says "Revisar"? +
That the agreement makes the preference conditional and the tool cannot resolve it on its own: a quota, a specific modality of the goods, a season, a mixed duty of percentage plus fee, or an extra requirement. In those cases it calculates with the general IGI so as not to understate the cost, and points you to the text of the agreement.
What is the DTA and why is it sometimes waived? +
The derecho de trámite aduanero is paid for using the customs service; the general rate is 8 per thousand of the customs value, with a minimum per entry. Several agreements waive it or set a flat fee for originating goods, under the general foreign trade rules. The calculator applies the treatment of the agreement you pick and shows the parameter in force that it used.
Does it work for temporary imports, IMMEX or Rule Eight? +
No: it calculates a definitive import. A temporary admission under IMMEX, a bonded warehouse entry or a Rule Eight import follow a different treatment with different taxes. PROSEC is covered, though: tick the box, pick your authorised sector and see whether article 5 of the decree gives you a rate below both the general and the agreement rate.
What is the NICO and why does it show up? +
The número de identificación comercial: two digits added to the eight-digit code to describe the goods in more detail. It does not change the duty, but it is mandatory on the customs entry and defines part of what gets declared. The calculator lists the NICOs published for the code you look up and also searches them by description.
Can I use the result to quote or to declare? +
To budget, yes; to declare, no. Tariff classification is the importer’s and the customs broker’s responsibility, and the wrong code changes the duty, the non-tariff regulations and the sectoral registry that apply. Use it to make the buying decision and have the classification validated before the entry is filed.
