Mexico importer registry suspension: causes, reactivation and how to prevent it

Having an RFC, a customs broker and cargo in transit is not enough to clear goods into Mexico: your company must remain active in the Importer Registry. When the SAT suspends the registry, a customs entry cannot be filed under your name and cargo can remain held while storage, terminal or delay charges continue to accrue.

First step: verify your status through the SAT’s official channels before placing a purchase order or scheduling a shipment. Do not wait until the container reaches port.

What a suspension means

The Importer Registry authorizes an individual or legal entity to import on a regular basis. If the SAT suspends it, you cannot complete new clearances in your name until the issue is addressed and the registry is reactivated. The same can apply to the Sector-Specific Importer Registry for sensitive goods.

It does not automatically mean that cargo is illegal, but it does remove an essential clearance requirement. If goods are already in transit, each day of delay can add cost.

Common causes

Rule 1.3.3 of Mexico’s General Foreign Trade Rules lists several grounds. The most frequent operational ones include:

  • An expired or invalid e.firma.
  • Missing or outdated Tax Mailbox contact information.
  • Outstanding federal tax returns or other tax obligations.
  • A notice of suspension or cancellation of activity in the RFC.
  • More than twelve months without foreign-trade operations where the rule applies.
  • Inconsistencies detected in tax data, address records or the operation itself.

Do not guess the reason. Review the notice and file carefully; an incomplete response can extend the process exactly when cargo is generating charges.

How to reactivate the registry

  1. Identify the exact ground. Check the Tax Mailbox and SAT registry information; confirm whether the general registry, sector registry or both are affected.
  2. Fix the underlying issue. Renew the e.firma, file outstanding returns, update contacts or regularize the RFC as applicable.
  3. Gather evidence. Keep acknowledgements, compliance certificates, address documents and other support proving the correction.
  4. File the applicable request. Use the SAT channel indicated for the case and answer each observation directly.
  5. Manage cargo in parallel. Ask your forwarder, terminal and customs broker for written status, free-time dates and potential charges.

Reactivation is not an overnight formality; timing depends on the cause, documentation and the authority’s review.

  • Track the company e.firma expiration date.
  • Keep Tax Mailbox email addresses and phone numbers current.
  • Stay current on tax filings and obligations.
  • Keep the RFC and tax address aligned with the real operation.
  • Check registry status before significant purchase orders.
  • Confirm whether your goods also require a sector-specific registry.
